can a unlocked us cellular phone be use with att carrier

I purchased an unlocked Samsung note 4 on ebay . It was with us cellular network. How do I switch it to my AT&T network.

There are offers that you can BYOD ( Bring your own device ) I worked for Sprint before. You just need to go to the nearest ATT store to get a simcard for your phone. In sprint they give out a PIN to the customers so that they can transfer provider or so that the other carrrier can activate their phone.
