I've bought a new 144Hz 1080p monitor and I'm wondering if I can get my laptop to run at 144Hz on it if I use an HDMI to fullsize DP cable, since my laptop doesn't have a displayport and only has an HDMI port. It also has a USB C port if that helps. Thanks!

Read the product description. Those cables only work from DP source to HDMI display, not the other way around. You need an HDMI to DisplayPort active adapter.

This adapter will allow up to 120 Hz at 1080p.

pretty much zero chances to run the 144Hz monitor using a hdmi...i have the same problem with my laptop. If you had a displayport it would have been easy but your monitor also needs a display port. Using hdmi for 144Hz is in theory working but only if your monitor accept it and you cant really know that unless you test it or find some forums about people who own that monitor...i hope thislink will help you clarify your problem:
