Yes, you very well can. GTA V is reasonably well optimized game to play even on low/mid config PC/Laptops. Check this video where the user plays GTA V with almost similar specs but with slightly inferior graphics card, the 820M 2GB DDR3:

Note that the person has set the graphics to 'Very High" that's one of the major reason why he gets average 17-18 FPS. So I suggest you keep the graphics settings to "Medium", resolution to 720p and you should get at least a playable average 25-30 FPS, as your's is the GT 830M, which is slightly better than the GT 820M.

- Update the GT 830M driver to GeForce Game Ready Driver for Grand Theft Auto V (Version 350.12 WHQL) at least - http://www.nvidia.com/download/driverResults.aspx/83819/nl-nl
