Unlikely. The recommended system specs state an Intel Quad-Core at 3.2 GHz, 8GB of RAM and a 2GB Geforce GTX 660. Your system is lacking in the CPU and GPU areas. Lower the settings and you can probably play ok, but "without lag" is not anything we can answer for sure.

The i5-5200U is an excellent CPU, if you want to conserve battery power and surf the web. Its a poor choice for gaming as it is not optimized for raw performance that games need. It is also a dual core CPU if I'm not mistaken, where GTA clearly works best with 4 or even more cores.

The 830m is 2 generations old very entry level graphics card. Its not much better if at all then the integrated GPU that comes with the i5-5200U. It is not suitable for much more then casual low resolution gaming on older games.

I can run GTA V on one of my laptops at medium/high settings @768 with an i5 5200u and a 940m, and stay above 30FPS, so I imagine you can @ 720p with low-medium settings at least. I have even run it directly off of the i5's HD 5500 integrated graphics @ 720p and low/medium settings with around 25-30FPS.
