Can I access my files in a Cloud Drive with greater storage than of my Phone Storage?

Hi All. I'd like to ask about Cloud Storages.
Google Drive. It offers 15GB of free space. However, when you have a Google Play Music, you can have 20,000 songs and it won't affect the 15GB storage.

I have two questions.
1. Can i still access the music on my phone Offline, phone storage is 8GB only.
2. Given that i have an 8GB storage, could i access a 9GB content Offline?

Offline storage can never exceed your phones storage unfortunately. to be available offline, these apps will download the content to your phone locally. No way around it.
