i have windows 7 ultimate and i want to format it and enter new windows 7 without any cd. is there any way to install new windows 7 . my pc has 2gb ram and 250 gb hd

Sure you can use a USB stick, although you are 99% using a pirated version so you need to find things on you own, we can't help with pirated software. I have never seen a legitimate setup of Ultimate used anywhere, and for sure not in a system with 2 GB of RAM in it. No one would buy a $300 operating system for a computer worth less than the OS.
