But i launched the game. The game runs but is not smooth. When i control the person or car it stops moves stop moves. Any solution for that??

You need a GPU to make the game actually playable. If your laptop doesn't have a GPU, there's no solution for that. Celeron processors are Intel's entry-level CPUs in this segment and tend to be found in very basic laptops that are best used for day-to-day office or casual internet use. Would need to know more about your laptop to say 100% for sure, but I don't believe you have the specs capable of running any AAA game smoothly.

You can use a program called speccy to see it.
However the celeron's are the extreme low end of cpu's in laptop and pretty much never come with anything more than the on board gpu of it.

However no matter what your pc can't run gta V.

1. your cpu is quite below min spec (even the most recent celeron is)
2. 4gb of ram isn't enough to make gta V run smoothly
3. The gpu of the celeron is way below min spec
