Can I run GTA IV on this build?

Hello everybody, I've just got a laptop from my mum, technically it's not mine, but she let's me use it until her's would stop working.
This is the CPU:
Intel Core 2 Duo @ 1.66 GHz (2 CPU's), ~1.7 GHz.
3gb RAM
GPU: nVidia GeForce 8400M GT, 1395 mb.

no, it computer is very old and it was a bad computer
you can't run GTA5 even GTA4

[removed] well, thanks anyway, it's 4 years old. i guess i'll have to stick to counter strike xD
however, i'm planning to build this pc appart from the laptop:
MOtherboard: Gigabyte GA-78lmt-usb3
CPu: amd FX 6300
GPU: nvidia geforce gtx 650 ti 1gb GDDR5
4 (8 if i get the money) gb RAM
Western Digital 500gb HD
sentey brp700w psu
with this one i'll run gta iv easily right?
