Can i split audio over two devices?

i have a usb headset and a monitor connected via hdmi and need to split the audio for example i want movie sound to come out of the monitor and Skype to come through the headset, is it possible? i have looked at chevolume but i dont really want to pay unless i have to.
 
Solution
Right-click on Volume icon, "Playback devices", select default defice (for movies etc)
You can set which device to use for Skype calls from Tools | Options | Audio.

yes but i cant move the audio over to the other device i can only change the volume. I am on windows 8.1

This is correct.

Most media and communication applications, including Skype and most media players, allow the user to select the desired audio output device. I know that this is true for Skype, MPC-HC, VLC Media Player, and XBMC.
