That depends on what device you have. To be honest, though, the device should have already told you if an update was available for iOS or not...so if you're not receiving a notification on your device, it won't support it.

i have a 4s on 7.1.1 and i get the notification for 8.3 update but when i try to update to 8.1.2 on itunes i get an error

What's the error message, & are other people on Apple's support forums () having the same issue?
