I have a packard bell easynote TE laptop and i was wondering if i could upgrade the components so it would be faster and more suited to gaming ie. GPU CPU

You can probably upgrade the RAM to whatever the max is. You might be able to change the CPU. You can't change the GPU, or anything else.

This is the laptop tradeoff. Portability vs performance/price/upgradability.
