Can i use a 19v 3.16amp charger on a laptop that uses a 19v 4.74a?

MY laptop rated output is 19v 4.74amp and i used 19v 3.16a charger but it doesn't work on screen with fan spinning. Is it impossible to use it with 3.16amp charger?
Also, should i must buy a charger?

You're significantly underpowering the laptop. What do you expect? Yes - you'll need a new charger that matches the laptop's requirements.
