My HTC phone has no IR, can I still use Sling TV with cellular data?

Not sure what IR has to do with your problem?
If your phone is MHL compatible you can get a USB to HDMI converter and connect the phone to the TV.
You can use a Chromecast or other streamer such as a Roku to stream from the phone to the TV. You will need wifi to do it this way.
If your TV is smart or you add a streamer to it you may be able to use your phone as a hotspot.

I suppose OP' question is rather, "Can I run a hotspot on my phone, and connect Sling to it?". And the answer is, "depends".
