I have

Windows 8 64-bit

2.4ghzz

2gb RAM

230 gb hard disk

Intel hd 4000 grapics

Can i run it

With no lag

I can play low setting

On what resolution would you be playing?

That has the major impact on my answer of whether you would be able to play it properly or not.
One more thing, GTA IV demands a quad core CPU so I need some more details about your CPU too.

HD 4000 can not run GTA IV on 1080p on low that is for sure.

2gb ram

Intel hd 4000 i can play it on small resolation

Windows 8 64bit

Screen: 15.6 inches

That should be alright.

Get everything on low and resolution to 1280 x 720. It should give you 25 - 40 FPS with those settings.
