Can not find a digital camera with these features

At least 8x optical zoom (10 or 12 would be better!)
At least 4.0 MP
640 x 480 video at 30fps
Must take SD card
Must have Image Stabilizer
RAW image format as well as JPEG

The closest I can find is this:

It has everything except the 640 x 480 video mode!

I am unable to find a camera with ALL of the above features. Can anyone help me find one? I'm willing to spend up to $1000AUD. So around $700 US I think.

OK, I'm curious. Why's it gotta have those without comprimise, melb? Aren't too many I know of with IS, without going SLR and buying separate IS lenses. (and, of course, spending a little more than your budget)

I didn't know of any offhand, and looked around a bit without finding an exact match. Which brings us back to the subject of why...as in, why does it have to use SD? Why does it have to have IS?

If you want to get all the specs you listed there I suggest looking at digital SLR cameras. Good luck finding one under $700 though.
If you could go with CF instead of SD cards some of the Nikon Coolpix line of cameras might fit your needs well.

Here is my take:

I would get a lower MP SLR on Ebay. You won't be able to shoot video, but you can do so much more with an SLR. I'll take my 35mm SLR over a digital Point & Shoot just about any day of the week. That said, here are my picks for digital SLR's under $900 USD (prices are from ebay):
