can only get internet through wifi connection at home on iphone 4s

Hi have iphone 4s but can only get internet on home wi fi how can i get internet on i phone have spoken to service provider and phone has been put back to factory settings and still cant get internet also been on apple site troubleshooting still no luck.
Can anyone help ?

well if you're not getting cell service, I'd call your provider again. If its AT&T, we'd do a network reset from our end. Don't call on the iphone you're having issues with though.
