Can someone explain how to use SeaTools for me?

I already downloaded what it said to download on a USB drive but im clueless on what to do after that.

Did you double-click on the downloaded file to actually install the application? If not, that is the next step.

I did. I rebooted the system with the USB in and it didn't boot up anything. Not sure if im missing something.
