GTA V has issues running on dual core processors. I believe there is a workaround, but it may only work for hyperthreading dual core CPUs. Can you tell me your laptop model? I find it hard to believe they would pair a Pentium with the 950m, so maybe that's not the case?

Are you sure you posted the configuration right?
Pairing a laptop pentium CPU/4GB system memory, with a GTX 950M, is not a very bright idea.
The 950M can probably run GTA 5 (you won't get desktop like performance, but nevertheless, it will be playable), but your CPU is severely underpowered and will hurt gaming performance. You should aim for a core i3 (minimum) if you're planning to game.
If you've already purchased this laptop, you cannot upgrade the CPU, your only option is to upgrade the RAM, get another 4GB stick to make it a total of 8GB.
Even then, GTA 5 won't be a very enjoyable experience on a laptop pentium CPU, but it will run.

If GTA V is something he is looking to play, I really recommend going with an i5. It looks like you may be looking at PCSPECIALIST. For roughly the same price as the skyfire 14" i3/950m/4gb model, you can get the cosmos III 15.6" i5/950M/8gb model. That would be my recommendation for best hardware/price ratio, and the long run.

If your son's really serious about gaming, and you don't mind spending extra for his Christmas present, I'd recommend a core i7 - you cannot expect console level performance from a core i3/ i5.
But nevertheless, a 4th genetarion core i3 running at 2.5GHz, paired with a GTX 950M (go for the GDDR5 option), will be very much capable of running GTA-V (provided you don't turn up every graphics related setting in the game to ultra maximums).
The only real difference between a core i3 and a core i5, is dynamic overclocking (what intel calls "turbo boost").
But Turbo Boost frequencies are not guaranteed. Turbo will kick in only if your power settings allow it, and more importantly, only if there's enough thermal headroom available. The system will heat up while running GTA-V, and i seriously doubt a laptop will be able to constantly run at turbo speeds-the excessive heat will force the CPU to work in it's base frequency in order to avoid heat induced damage to the system (this happens automatically).
Real performance gain can be achieved if you opt for a core i7 MQ or HQ CPU (the suffix is important, MQ and HQ). These CPUs have 4 real cores, coupled with hyper-threading, the OS will see this as 8 logical processors.
But a core i7 MQ/HQ will cost a LOT more than a core i3.
In my opinion, if you're not expecting console level performance, get the core i3 2.5 GHz CPU you picked, it should do just fine. On the other hand, if you are expecting console level performance, get a Core i7 MQ/HQ CPU.
And that 4GB RAM is a deal breaker. A gaming system should have a minimum of 8GB RAM. Pair the core i3 with 8GB of RAM and the GTX 950M (GDDR5 version), and it should do just fine.
