Can u turn a core prime into a grand prime

Why wouldn't a phone company use the same hardware platform .....aside from money made from releasing a new phone very year..........how possible is it to turn a core prime into a grand prime or an S3 ? Why not give all the phones the same quality hardware and make people pay to "soup up" the phone such as more storage or pixels or data
