If both the phone and TV support MHL then you can connect the USB port of the phone to an HDMI-MHL input on the TV. You can't connect it to the TV USB port. TVs doesn't use drivers like a computer so USB functions are strictly controlled by the maker.
You can stream from the phone to the TV. You will probably need a steamer like Chromestick or Apply TV. I think some Samsung TVs and phones will stream without any additional hardware.
