I was wondering if there was any way to access (possibly multiple) GPUs living inside a desktop using a laptop via something like an Ethernet connection (i.e. not via TB3 and external enclosures)?

I'm thinking more along the lines of applications that can use multiple GPUs to compute (e.g. Blender Cycles rendering) than gaming applications.

No.
For compute usage you can use the distributed computing toolbox in MATLAB. If you google "distributed blender rendering" there are options for that.

I know about Blender Network Render, but this renders the frame remotely and requires you to retrieve the result. I meant accessing the desktop GPUs as though they were "local" to the laptop - is there any kind of client/server software that makes GPUs on the network visible as though they were locally installed?

No.
