Yes, but you may experience some micro stutters because of the RAM size you have in your computer.
A minimum of 8gb would be good for these days.

Playable at 1024x768 and 1366x768, so long as you don't go crazy on the quality settings (you want something more along the lines of medium). You'll have to go minimum on everything if you're trying to get near 60 fps.

What is your laptop model?

Cpu = defindetly not bottlenecking , 4 cores running almost 3ghz
Ram = upgrade to 8GB
gpu = is your Graphics card integrated to motherboard or with connector to mobo (tell me laptop model number can check it)

If you cant / dont want to upgrade gpu you can still probably overclock it for a 5-20fps gain

I would just suggest buying used 2x4gb ram kit and overclocking slightly cpu and expecially GPU
