Cannot create a minecraft server. HELP!

I've been trying to create a minecraft server for awhile now, but whenever i download the minecraft _server1.7.10 and try opening it, it says this: "Java Virtual Machine Launcher. A Java Exception has occurred." I just built my pc and have 8gb of ram, more than enough. why cant i open it

Several java exceptions occur the first time that the Minecraft server starts up. These exceptions are handled though (missing JSON files) and shouldn't crash the program.

Are you running it on Windows or some other platform?
