Assuming the SIM is from a different Service Provider from the original, have you got a PUK from the old provider?

They can't withold that Personal Unlocking Key unless there are outstanding bills unpaid.

Also, are you sure the new and old carrier/service provider run on the same network? If one is CDMA and the other GSM, that will make it not work as well.
