Can't do anything on laptop!

Hello,
After resetting my laptop it was stuck at the "Just a moment.." Screen for two hours so I decided to shut it down and now when I switched it on. The background is black and nothing is working. No notification icons(WiFi,Battery etc) and can't do anything. Can't access the settings or even shut it down. Whenever I try to access the settings/control panel anything at all I get this message "This file does not have a program associated with it for performing this action. Please install a program or, if one is already installed, create an association in the default programs control panel"

Do another factory reset, does not sound like Windows was fully loaded. Or you may have a hard drive issue which is why it never completed the setup.

This was a new laptop BTW, just bought it yesterday and it had 100% CPU and disk usage so tried resetting it and failed. Resetted it and now its working but still 100% usage. So, going to change it now.

You realize that a new system will likely be trying to run Windows updates and other updates and checks for a while? It may have high usage on the system for a bit.

Look at the resource monitor and see what is using up the CPU. If it's new, you can check with their support also.
