Does VLR contain the latest Cell id when the mobile device switches within same Location Area ?

I don't believe that the VLR is updated constantly, the RNC (for 3g networks) would track the location of your UE and report it to the core. Only if you left the RNC and triggered an IUR link would the VLR record change.

Billing is tricky though, and it would also depend on whether you were on 2g or 3g. (this is for GSM/UMTS) I know UMTS, but not GSM.

If you meant switching from 2g to 3g or opposite, then yes, off course..
