Chapters in mkv file. What they do?

Okay, understood. But what's the goal of existing chapters? Are they important time spots in movies?

They are just to break the movie into sections(very similar to in a book). On many dvd's you can skip the starting credits/theme because they place a chapter point after them.

On TV series DVD's they may have the chapters at the normal place that commercials could have been in.

Programs like PowerDVD and VLC allow you to make your own bookmarks at parts of the video as well.

I do not think they are made to signify important parts, but more to allow quick jumping to a section of a movie. This is more useful on DVD/BD players that do not have a seek bar you can drag like you do on a computer.
