Charger won't charge my laptop

I have a Dell Inspiron 15 3537 and my original charger died. I bought a new one ( http://www.trust.com/en/product/19134-70w-primo-laptop-charger-black ) and now my laptop is stuck on 3% battery (it won't go lower or higher) and it says plugged in, not charging.
It will only charge for like 10 seconds and then it stops.
Is it the charger's problem or laptop's?

Are you sure the charger died? Seems like it's the battery which died.

i'm quite sure it did (charger).. Because the LED indicator won't light up when I plug charger into power socket.

Probably one of two things (possibly both):

1. Battery or circuit board is faulty, resulting in the battery not charging
2. Third party adapter is not fully compatible*

*I recall Dell being very persnickety about the AC adapter used, but maybe this has changed (in the past, if a third party adapter was used, there would be a notification about it after POST). If this is still the case, though, it could be you simply need to try another - preferably the original OEM - adapter.
