Charging a Netbook

Went to Europe. Netbook worked fine under 240V with a plug adapter. Came home. Netbook working fine under 120V. But in Europe, the Acer would not recharge when plugged into 240V and switched off. Back home, charging fine under 120V again. Normal?

Probably because its a notebook, and they have to remain stable, unlike desktops.
