clean install of windows 7 on an hp pavilion 6300 desktop

trouble on installation of windows 7 on hp pavilion 6300 desktop

when it goes back to setup is starting services i get an error message that says the computer restarted unexpectedly or encountered an unexpected error. windows installation cannot proceed. to install windows click "ok" to restart the computer and then restart the installation but this just keeps repeating

and this is a fresh install ? or a reinstall over a previous version /same version of windows ?

an install over a windows vista version but i deleted the drive before the install do i need to format also

normally when you launch the windows install cd, it will ask to install, then you delete the old windows partition off it, and proceed with install.
