Clean windows install choppy video

I was having some video issues, found some malware on my computer, after cleaning it up, the video was still choppy so I just did a clean install of Windows Home Premium. Still have the same issues with choppy video, streaming or via my DVD player. All drivers are up to date....I'm lost! Any help?
