CMD Opened and started downloading this file

When my computer started up, the CMD prompt opened up and then started downloading this file. I got this one on screenshot, but there are other times when the file is different. Immediately afterwards, my antivirus malwarebytes quarantines a file. This happens every time I restart my computer or start it up. Can someone help me find a way to stop this from happening?

Assuming that you run Windows - download AutoRuns from Microsoft (you might want to do that on another PC), and see what programs are started during Windows boot.

Now you have to find the good friend who places that .bat file in your AppData folder. I'm also suspicious of this RXZ.exe file (the last one). I'm not using PIA, it could be something related.
