Computer Skipping every 20-30 seconds

Hello and thanks for reading this!

I have had a problem for the past 2-3 weeks where my computer skips every 15-30 seconds. It's a "stutter" that lasts 1 second or less no matter what I'm doing. If I'm listening to audio, I get static for that second and if I'm typing the text I type won't display until after the stutter is over, etc.

I have a Dell Inspiron 7720, running Windows 7 Home Edition
CPU: Intel(R) Core(TM) i7-3610QM CPU @ 2.30GHz
8GB RAM
Graphics: Intel(R) HD Graphics 4000 (I have a NVIDIA GE Force card that is also malfunctioning, I believe due to overheating, which is currently disabled. This card has been disabled for some time so it is not the issue)

Now for what I've done so far...
I've run eventvwr and no problems found
I downloaded Seagate's Seatools and ran a long generic test on my HDD, no problems found.
I ran msconfig and disabled all startup functions and still had the problem
I ran cmd and sfc/scannow with no problems found
I made sure all my drivers are updated
I got rid of all windows updates in the past 2-3 weeks and still had the problem
I've changed power management settings to no avail.

I do have SpyBot S&D, Malware Byte's Anti-Malware (free version), and Kaspersky Internet Security on my computer, but I can't see these being the problem because even when I startup without them running I still have the problem.

Any help would be greatly appreciated!
