Comuter charger broken

My charger will not charge my computer and when it does its like 3 seconds and makes a power cackling sound! anyone know how to fix this? My computer is a Hp EliteBook 8460P and im using the original charger.

Its usually either the ac adapter or the charger board on the motherboard. Usually the first step is trying a different ac adapter.
