Convert program stream to atsc compliant MPEG file for dvhs.

I have been able to save to hdd the program stream from my dvb-s card, so I
can record HD material on my hdd, but I'd like to transfer this to dvhs,
anyone have any tools to convert the program stream to atsc compliant file
the dvhs will record ??
