On one side:

I would ban the kid from taking a shower for 2 weeks, and lock the bathroom door to enforce it. Once she loses all her friends in school cos she stinks, she will listen next time she is told to take a shower.
On the other side:
When I was 13, I didnt need my parents to tell me when to take a shower. Hell, my parents wouldnt of forced me to take a shower even if i needed one. they would of said something like
"you wanna smell, thats your problem" and left me to it. most teenagers in school do NOT want to smell.
Seems like this girls mum is single, and in need of parenting lessons/advice/counseling.

You think hitting a kid with a belt is a good solution? Especially a girl? thats called abuse in my book.
A smack round the back of the legs, or on the hand is fair enough and something I have no problem with, when the kids are younger. but for a fully grown man to hit a 13 year old girl (i.e. teenager) with a belt? thats just wrong.
