CPU behaving strange

Hello guys and gals,

Recently I started to notice that I have some FPS drops in CS GO and other games, usually the game will run with stable 100+ fps but I always cap it @ 60. I havn't made any software/hardware changes, the power plan is always set to 'High Performance'. So I decided to keep an eye on the processes (CPU,Memory,Disc etc.) while playing.I noticed that while I'm in game the CPU speed is barely @ 0.8Ghz. After 'alt+tab' for ~10-15 sec the CPU speed jumps back to solid 2.5Ghz ( and there are no other fluctuations e.g. higher memory usage,heat etc. ) and when I get back in the game the FPS is stable for a short period of time, then it drops again. Almost as if the laptop doesn't "realize" what processes are currently running and how to spread the power usage.
My specs are :
Processor Intel(R) Core(TM) i3-3120M CPU DuoCore @ 2.50GHz
Video Card 1 NVIDIA GeForce 610M
Dedicated Memory 1024 MB
Total Memory 4.0 GB
Video Card 2 Intel(R) HD Graphics 4000
Dedicated Memory 32.0 MB (set from the BIOS @ 64mb)
Total Memory 1.8 GB
RAM 8.0 GB
Operating System Microsoft Windows 10 (build 10586), 64-bit

PS: Also some aditional info , the NET Framework is 4.6.1

what percentage of the CPU is being used while this is happening? Check the processes tab and click the CPU column heading to sort it by highest usage and see what processes might be using up a lot of your CPU
