-edit- Fixed like everything seems to be one day after posting something in these threads...

Upon refreshing windows to fix an issue IObit caused to my fan controls and cleaning up a lot of unneeded programs, my laptop began to crash after unplugging it. The screen would have graphical errors in the form of pixelated lines across the screen, then a lot of green squares would appear, and my PC would stop responding, forcing me to shut it down via holding power button. I uses CPUID to monitor what happened, and it turns out my voltage and clock frequency drop. Voltage goes down to .8v (average is 1.2 normally), and clock goes down to around 700mhz (2.3gHz normally). I used to fix this problem my raising the min processor state to 100%, but that isn't working anymore. Any though?
