Even with a streaming service don’t you have to have a WiFi device to stream ?

You have to have an internet service. That might be an unlimited cellular provider, it might be a traditional wired ISP. From that internet provider, you then have to make it available to your streaming device (TV, Roku, tablet, etc). That could be a wired connection or a WIFI connection, depends on the device.
