I have been looking at 2 laptops. One has DDR3-1600 and the other DDR4-2400
THIS IS THE DDR3 ONE:
Acer Aspire E5-576G-57QB
Intel Core i5-8250U (8th Gen) / 1.60GHz Processor (Turbo Speed upto 3.40 GHz)
Cache – 6MB
Dual Graphics -Intel UHD Graphics 620 (4GB) + NVIDIA GeForce MX150 Dedicated Graphics (2GB) = Total 6GB
15.6-inch Acer ExaColor LED Display(1920x1080)
8GB RAM
1TB Hard Disk
SuperMulti DVD burner

THIS IS THE DDR4 ONE:

Hp 15-Da0028Tu
Intel Core i5-8250U (8th Gen) / 1.60GHz Processor (Turbo Speed upto 3.40 GHz)
Cache – 6MB
Intel UHD Graphics 620 (4GB)
15.6" HD Display(1366x768)
8GB RAM
1TB Hard Disk
DVD Burner

Which is better??

DDR3 vs. DDR4 is not as important as other specs.
The DDR4 unit has a lower resolution display.
The ddr3 unit has a discrete MX150 chip.

The ddr3 unit looks to me to be superior.

And... plan on replacing the hard drive with a ssd if you want performance in a laptop.

well in my point of view you will go for Acer Aspire E5 although it has DDR3 ram but also you should note that has NVIDIA GeForce MX150 which is more powerful than Intel UHD Graphics 620. and if you buy this laptop for gaming then 200% sure you will go for Acer Aspire E5.
I know DDR4 is the latest Technology but on other side, you also have NVIDIA GeForce MX150. https/guruverdict.com/best-gaming-laptops-under-800-dollars/ here is quite good options available with stats that may help you to further decide what's good for you.

What they said, I'd take a discrete (dedicated) GPU any day of the week over slightly faster RAM. You won't notice any difference in your day to day usage unless you like run some synthetic benchmarks but you will definitely appreciate the nVIDIA GPU far more.
