Solved! Deletion utility

i cant get this resolved i am trying get rid of jamed up files that wont delete and are preventing me for re installing things like my anti spyware program becues it cant overwrite the old exe thats locked up for some reason

i made a post before and i have been advised to use file assassin or unlocker but both fail to do really anything, file assassin seems be only capable of deleting file explorer can delete on its own , and unlocker seems not even work with windows 7

so what should i use ? i know theres better programs for deleting file somewhere

start your pc and start pressing f8 button once it done select safe mode option.
then delete all those files that you want.
