Dell Inspiron 1521 - Cannot start computer

When I start Dell Inspiron 1521, pressing the power button, laptop does not start.
Computer has battery and the power cord connected.

Please advise.

Try a reset, unplug power adapter, remove battery and press and hold power button for ~30 seconds. Put battery back in, plug adapter back in, attempt to restart then.

Did you hear beeps?... If yes try to swap your RAM
If no try to connect your AC adapter without battery...
