Dell Laptop Stuck On Automatic Repair Screen

My mom gave me a laptop about a year ago and I ran tests on it and it told me the battery was broken so I bought a new one and the laptop is still stuck on the Preparing Automatically Repair Screen even with the new battery. I don't know how to fix this and it won't let me do anything except open boot options and setup. I read all of the threads and nothing helps at all.

Get a Windows setup disk for the version of Windows on the system, see if will install with a clean setup. If not, replace the drive and try it again.
