Dell overheating

Dell inspiron 1318 will not power up and charger goes dead when plugged into laptop.Changed the mother board and it works but its now overheating as fan will not trip in.Please advise me on this matter.

Are the fans free of dust? Is the heatsink making good contact with the CPU? Did you remember to plug the fan back in?

Yes the fan is plugged in and its free of dust etc. How do i test the fan to know if it is working properly.
