Dell xp 13 9350 wont boot up

Brand new dell xp 13 9350 multi touch will not boot up. After pressing D & power button the screen will flash white, then green, red & blue. 2 - times. Then nothing?

If it is brand new, you should be contacting the place you got it from about a replacement.
