Deleted everything, cleared cache, restored factory settings, still too full. Have a 16g memory card Thats no where near full, my phone itself is a 8g. So what's left? New phone?

Depends on your phone model, some you can format the SD card as internal storage. If you did a factory restore and did not dump stuff onto the phone storage you should have enough for quite a few programs unless you are trying to install 1gb games or something.
