Do I have the right charger for my memo7?

At&t sent me a brand new charger for my tablet.I plugged it into the wall it would not charge.The charger is a Alcatel charger and cable bundle.I don't understand what I'm doing wrong.It's not the tablet it's the charger.

Question, how are you sure it is the charger and not the tablet? Are you able to get it to charge with a different cord?
