i just want to know if an i5 9300h will bottleneck a 1660ti in the new acer predator helios 300 2019
other details-
ram-16gb 2666mhz
storage-256gb nvme ssd + 1tb hdd.

If CPU or video card is the slow part in a system depends on the game running and settings. In general your setup is fine.
