Does the Samsung galaxy e lite android tablet make and recieve phone calls?

I found this https/www.phonearena.com/phones/Samsung-Galaxy-Tab-E-Lite-7.0_id10028 and yes, it does. I also noticed it only has a 7" screen which is not much bigger than a phone and one of those would be less expensive.
