Emails being delayed

My incoming emails are randomly being delayed, anywhere from an hour to 10 hours. I use Outlook on Windows XP.

I've spoken with my ISP and my mail service provider several times each. Sometimes they tell me about spam filters and rate limit thresholds but they mostly play the blame game. According to the header, the delay is at Verizon's mail server but they seem intent on denying that until they die of old age.

Maybe I'm wrong.

I was hoping that you kind people could help me out. I need solid info to go off of before I can put the screws to anyone. I've included a header from a delayed mail, personal info changed to protect the identity of the innocent.

It took me some time to test this but the emails are also delayed in the web interface. The timestamp is correct but it's out of order. To clarify, if a mail was supposed to arrive at 9 am but arrives at 10 instead, the email in the web interface will say 9am but it's sorted with the 10 am mail. The header confirms that the email arrived at 10 even though the initial timestamp is 9am. I don't know if that's relevant.
